Run Maintain Multi-lingual Tables failed with fnd_install_processes does not exist

Hello，I want to add Thai on EBS. According to the document (Doc ID 788053.1), I am currently running Maintain Multi linguistic Tables in AD Administration, but it has failed with the following error message:

ORA-00942: table or view does not exist

occurred while executing the SQL statement:

FROM fnd_install_processes

The EBS version is 12.1.3, and the operating system is AIX 7.1
The database version is 19.26, and the operating system is Oracle Linux 8.10
