How do I create Cluster Management Repository Credentials

I have 19c databases running on 19c clusters connected to OEM 13.5

I am trying to access the Cluster Health monitoring pages in OEM, but it is asking for Cluster Management Repository Credentials. What credentials do I need to set up?

I have seen a mention of "mgmtca -em" in 12c but this option does not exist in 19c
