Issue with "Create Library" Button in WebCenter Content UI : unable to create an Enterprise Library

Hello,
I hope you're doing well.

I'm currently facing an issue with the WebCenter Content User Interface. When I log in using the weblogic account, I'm unable to create an Enterprise Library, the "Create Library" button is greyed out.

I think it might be related to roles or group permissions, but I'm not sure what's wrong with the weblogic user's access rights.

Has anyone else faced a similar issue or could help me troubleshoot this?
