Oracle developer tools 'Oracle Forms and Reports Builder'

version 12.2.1.3

When installing Oracle Forms and Reports Builder version 12.2.1.3 i get this error "Unable to find dependent featuresets for the selected installation type "Forms and Reports Deployment|. Please select a valid installation type" ….attached is a screenshot of the same. what might i be missing?
