PREP ERROR - Status when running Open Enrollment Schedule Summary - PS 9.2

Hello,

I have run the OE using the Automated Event Processing and upon completion, the Enrollment Schedule summary shows about 52k employees in Prep error state as shown in the screenshot below.

How do we diagnose and troubleshoot this error? What have I missed? I have followed the official troubleshotting document , but its not leading to any fix.
