Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. slow boot when connected to Oracle db19c on Azure

JBoss app server re-pointed from on-prem to cloud (Oracle 19c) - we are experiencing a slow boot of JBoss app server when database on Azure.

Boot time 2min when connected to Oracle on-prem vs. 20 min on Azure . What could be the reason? Any experience with solving this?
