About Upgrading HFM/FDMEE from 11.1.2.4 to 11.2.21

Hi experts,

I want to upgrade current HFM system from 11.1.2.4 to 11.2.21 (newest), modules i use including HFM/FDMEE/FR but no planning/essbase.

According to official documentation, I need to go from 11.1.2.4 ⇒ 11.2.8 ⇒ 11.2.14 ⇒ 11.2.15 ⇒ 11.2.21

But as far as i know, I need to go this route because there's a big jump of Essbase to 21c on release 11.2.15, so I need to go step by step to 11.2.15 and then further.

My question is if my environment doesn't have Essbase installed, can I directly upgrade from 11.1.2.4 to 11.2.21 using approaches for 11.2.8?

Which means I can install 11.2.15 and apply update to 11.2.21, and then start my upgrade.
