Is patch 37591483 (COMBO OF OJVM RU COMPONENT 19.27.0.0.250415 + DB RU 19.27.0.0.250415) corrupt?

I have downloaded this Linux x86-64 patch, but linux unzip says it cannot find it.

other linux commands find it OK, eg ls, mv, cp, rm, file, stat.

I have tried download via windows and also using wget.

I have tried giving unzip the full path.

I have tried unzipping in windows (which works) and rezipping, but linux still can't find it.

I have tried renaming it, but linux still can't find it.

I unzipped it in windows, and ftpd it to the linux server unzipped. The two patches contained in the zip file appied successfully (or so it said), but after applying, several of the executable files, like sqlpatch, were missing the 'x' permission, so clearly its now an option to unpack the zip file this way.
