How do you reset a users Multi Factor Authentication

I have a user who said they never set up their MFA but now it is requesting them to go on their iPhone to approve their log in. They are not getting the message on their phone and I am not getting a message on my phone for it either. Does anyone know how to reset or remove an MFA?
