What is this Calc Mgr formula doing?

Hello,

This is a code snippet in a Planning Calc Mgr rule. I am pasting a screenshot because it will not copy and paste properly.

For the January IF part, I understand the first line is getting the Dec, Curr_Yr value. What is the second part getting with the @Prior function? I would think it would retrieve the Dec, Curr_Yr again but it does not.
