I still don't see a RU patch for Oracle 19.23 for Sun Solaris x64. What am I missing?

Every link I get given to me goes to Bulletin "please see…" or loop to nowhere. Is there a concise URL to find a CPU Patch for the version of Oracle we are using? MOS ask you for a patch#, that's what I'm looking for! I save a URL when I download a patch, then next quarter it's not there or "Page not Found".

Oracle 19.23.0 on Sun Solaris 64 version 11.4
