Employee hired mid-pay period cannot enter time in fluid timesheet after PUM 50 upgrade

We just upgraded to PUM image 50 for PeopleSoft 9.2 HCM and now any mid-pay period hire cannot add elapsed time to the fluid timesheet as it is grayed out. We do not hire on the first day of the pay period so, any new hires are behaving this way. We have found a workaround to use report time as opposed to enter time; however, it would be a huge learning curve for new staff or an update to all learning docs.
