Help with a Query to get all Tasks in a project assigned to all Users

Has anyone created a report or query that pull all assigned tasks for all Users per project?

We need to find out so we can reassign tasks at a project level when a user leaves or is reassigned. The Admins won't have access to the Company Level Workspace to re-assign tasks at that level.
