Restrict Auto Create Option

Hello,

The client wants to restrict the auto-create option based on specific criteria. For example, requisition amounts greater than 10,000 USD should not be created using the auto-create option. Only requisition amounts less than 10,000 USD should be processed with auto-create, any idea how to achieve this.
Product version: Oracle EBS 12.2.12
