How come some receipts are available for deliver in Receiving Interface and some are not?

Hi all,

we are using EBS 12.2.14.

In the inventory responsibility we want to use the Receiving interface (Receiving HTML) to receive and deliver the goods. Some receipts are showing in the delivery tab and some are not although the Purchase orders have been received the same way. Is there anything to consider regarding Routing or during the first step of receiving? Does the delivery tab only show loose material without LPN? How is the logic here? What are the requirements for receipts to be shown and transactable in the delivery tab?
