Trying to download 12.2.1.4 JSK using Patch 30445519 - Not seeing any files under Sites -> Config

Using Patch 30445519: Oracle WebCenter Sites 12.2.1.4.0 JSK (Jump Start Kit) — downloaded the files, the WCS folder has apache directories, Sites, Visitors but the Sites/config or Sites/shared folders are empty. Is that normal?
