Weekly/monthly Oracle database performance comparison report

I am trying to figure out how to generate a report for management that will show general performance graphs for a given Oracle on-prem database server or RAC cluster for a weekly or monthly period for regular reporting and comparison to previous periods.
Oracle Enterprise Manager Cloud Control seems to have limited capability on doing this.

I have seen other tools like SQL Sentry do a good job with this on SQL Server database servers.

Any recommendations on how I can do this for Oracle databases?
