Adding an Expenditure Type to the Labor Structure in Project Costing

Oracle 12.2 on prem Project Costing. Our labor structure hasn't been modified since it was set up back in 2001. We'd like to add a new expenditure type as we want to add a corresponding element in payroll. Are we able to add an expenditure type or do we need to create a new labor structure?
