Has Asset Route functionality changed in eAM regarding required quality plan entries?

We have recently ran into situations where we had to make required entries at each asset within the route list. We have always had a required quality plan entry to complete the operation. When we made that entry at the route list level, we could complete the operation. eAM is now requiring that entry and entries for every asset contained within the route list BEFORE it will let us complete the operation. Has something changed?
