Adop prepare phase fails with ORA-20008

Hello,

I recently received TSP patch from Oracle and tried to install it but I received following errors:

Starting Apps listener.

adalnctl.sh version 120.3.12020000.4

Checking for FNDFS executable.
Listener APPS_PROD has already been started.

adalnctl.sh: exiting with status 2

adalnctl.sh: check the logfile /u01/EBS12.2/fs2/inst/apps/PROD_vm-adam-app/logs/appl/admin/log/adalnctl.txt for more information ...

Submitting ADZDPATCH concurrent program.
Waiting for conflicting requests to complete.

Statement Handler Error Code: 20008
Statement Handler Error Message: ORA-20008: No Concurrent Manager is running that can run concurrent program ADZDPATCH
ORA-06512: at "APPS.AD_ZD_ADOP", line 282
ORA-06512: at line 4 (DBD ERROR: OCIStmtExecute)
