Can we create a project security profile in P6 that only allows users to resource load

We want to create a Project Security Profile in P6 that limits users to resource loading. We do not want things that would cause schedule movement (scheduling the project, updating duration on an activity, etc.).

However, it seems as though when we remove access to Add/Edit Activities except Relationships, we cannot continue to resource load?

Is there a work around for this?
