Help Needed – Entitlements Being Granted Based on Pay Period Start Instead of Effective Date

I’m hoping to get some guidance on how to handle an issue we’re facing with entitlements.
Currently, we are using the "calculate per pay period" option for entitlements. we’ve noticed that when an employee change takes effect mid-pay period—for example, on 07/01/2025—the system grants the entitlements from the start of the pay period instead of from the actual effective date.
Scenario:
If an employee takes leave on 06/30/2025 and doesn’t have sufficient leave balance, the system is deducting the leave from the new year’s entitlements (which should only apply from 07/01/2025), rather than docking it correctly.
