Siebel server don't start after Siebel Patch 2025.4

Applied 2025.4 patch on 2024.7 version. PostInstallSetup failed. Recreated the ODBC using SQORA32.dll, updated the setup.ini file. PostDB worked fine. But the Siebel Server failed to start with below error
