Birth Life Event has some classic and some fluid screens. Why?

We are implementing Life Event activity guides and in Birth Life Event, the step 'Dependent /Beneficiary coverage' is displaying the details in classic page. This is inconsistent with other screens as the other steps are in fluid. How can we display fluid screen for the above mentioned page as well?
