How to automatically transfer issued inventory of a stockable item from Inventory to Fixed Assets?

My client wants to store laptops as inventory when purchased, and then issue them to employees in the future (possibly after two months). Upon issuing the items, the client wants the transaction to be automatically transferred from Inventory to Fixed Assets, similar to how the Mass Addition Create process works from Payables to Fixed Assets.

How can I automatically transfer issued inventory of a stockable item from Inventory to Fixed Assets in Oracle EBS R12?
