Problems after upgrading from Apex 21.2 to Apex 24.2

I upgraded to Apex 24.2 . The installation log has errors (shown below)

This problem is documented in bug 37634913 . The workaround is to upgrade to Apex 24.1 first then upgrade to 24.2. (See Oracle support doc 3077099.1)

My question is this:

How should I install Apex 24.1 now that I have 24.2 already installed?

Should I revert back to 21.2, install 24.1 and then reinstall 24.2?

or something else.
