EAM - Has anyone created a responsiblity for users only to View Assets and Move Assets in html?

EAM - R12.2.10

We are working on a project that we were intending to give a group of users access to only view assets and do asset moves using the Move Asset workbench within a single Org using the html pages. So far, I am not seeing a way to limit what actions a user can do once the Asset is queried on screen using exclusions, so they have access to Edit the asset, create Work Orders, etc. I wanted to post to just put the question out there if anyone has done this?
