How can I get the POAO to trigger for IB, IP, and IR?

I am using Oracle EBS version 12.1.3

It appears that the POAO generates only at time of booking, however the customer wants to see backorders, price change, and rejection. I tried to change a price and then book the order, but I only got an IA. I picked an item without enough inventory, but got an SP. I'm not sure what triggers a rejected item. How can I get these other statuses to be generated.
