AME Approver reinitiation

AME reinitiate the approval list even if some level already approved and left - while the transaction sill in-process - for any reason (resignation, change in the position, ..., etc).

for example:

approval list:

1st approver "X"

2nd approver "Y"

3rd approver "Z"

approver "X" and "Y" approved

now it is pending with "Z"

"Y" left the organization and a new one assigned

"Z" approved (final approver)

now it came back to "Y"

can we avoid this, so final approver should not have to approve twice?
