New update package or just promote proyect? app|version and ube|version

Hi,

There are projects where it applies just by changing the project status, meaning there is no need to do a package update, and there are other projects where it is necessary to change the status and also do a package update.

When should I perform a package update and when should I just change the project status to apply in env?

Does this depend on the project content? ..such as app|version or ube|version?.. Or does it depend on the type of change made to the new version of the object?
