Form personalization to prevent disabling GL accounts with balances

I need your help to create a form personalization that will prevent disabling of GL accounts with balances(will show pop-up that account has balances).What has necessitated this is that we have GL accounts that were disabled and have balances.

If you have any idea let me know.
