Migration from JDEV 12.2.1.3 to 12.2.1.4 causes labels to be shown as null

I migrated an application that was created in 12.2.1.3 to 12.2.1.4 . Doing that all of the labels that come from the UI hints in a View Object are shown as null

I'm attaching a photo as an example of the bug.
