Optional Attributes in RFI still require values. Why?

I am using EBS 12.2.14

I created Attributes for a RFI which should be optional and not require values all the time

When i tried to create a surrogate response and leave the Attributes empty the system showed an error message, that i need to pass values for the attributes.

is there any further setup i need to do? I thought changing the required flag to optional when creating the attribute list was enough.
