Can workflow re-trigger to Budget Approvers on a chartfield change after initial budget approval?

We are in PeopleSoft 9.2 PUM 48.
We would like for workflow to re-trigger back to Budget Approvers if a chartfield is edited after the initial budget approval. We don't have change orders turned on in eProcurement. Is it definitely necessary to turn this feature on in order to achieve our goal? If not; what do we need to do?
