Can new covered level be added in sub line 'covered level' LOV of Service Contracts

Hi Team,
Application : Service Contracts; Oracle Applications : 12.2.10
We are having a requirement to add software items in sub line in a service contract. Can a new covered level = 'Software' be added in sub line 'covered level' LOV? Please find screenshot of this.
I understand that there are 'subscription contracts' for these type of scenarios, but our customer do not want to use subscription contracts (as this comprise a very little part of their business, most of the things covered under service contracts).
