Oracle SBC taking too long to activate config

I have a client that is complaining that the SBC always takes something like 15s to activate a config. Even with no errors in the verify-config.
After the command activate-config it freezes for that time. It is not using to much memory or cpu.

Someone had this issue? Which log can I check for info?
