WF Respond message attribute with radio buttons - document type with embedded html fieldset tag

Is it possible to embed a radio button list of options to choose from, in a workflow notification message with a 'Respond' attribute set to a 'Document' type in Oracle Workflow for EBS 12.2? I tried using a 'fieldset' tag populating the Respond message attribute at runtime through a plsqlclob and expected to see the radio buttons displayed in the Respond section, but it does not show up. The other option would be to use lookups, but in my case the lookup values can be dynamic, as the multiple options to present to the buyer can vary based on the
