Does OCI have a on-prem/Hybrid deployment

I have servers that are VMs and are not able to be moved into a cloud infrastructure, that I would still need the ability to control RDP etc. and I can currently do that with SGD. Does OCI offer this same type control or is this a pure cloud offering? SGD is no longer being developed so I have to find an alternative.
