How do you switch on Form/Row exit favorites?

9.2 Update 8. Tools 9.2.8.1

How do you switch on the Form/Row exit favorites use. They haven't worked since our last upgrade. I found documentation concerning the H92/UT UDC table and found the FA code related to Row/Form exit favorites, but no information on how to activate them. The favorites section is available in application form/row exits, but the standard drag and drop outlined in the instructions doesn't move anything to favorites.
