rows are not being processed for CA_BI_INTFC and process_instance has not been set to 0. Any help?

We are trying to process billing as incurred, but when CA_BI_INTFC is ran, the message log states that no bill plans were processed. When querying record CA_BILL_PLAN, we noticed that the process_instance column for these rows was not updated to 0 like the other rows in the table. Any recommendations on how to approach this issue? Wondering if there are other processes that have not been run and is preventing these rows from being picked up?
