Quotes form getting opened instead of sales order form

Hi team ,

When we click new order in order organizer , the quote form is getting opened instead of sales order form. This is happening in a new responsibility linked to a new operating unit which we have created for testing.

Could you please help here. We are not able to open the sales order form
