ECC in oracle project module

I have created a responsibility and assigned the Menu.

Projects ECC Main Menu> having all grants

provided role access to the responsibility > UMX|PA_PPCC_ECC_ACCESS_ROLE,UMX|PA_ECC_ACCESS_ROLE,UMX|PA_ECC_BGTCTL_ACTION_ROLE

ran the load programs from ECC Dev> project> all completed successfully

but when try open the pa ecc > "not showing all tabs: and showing an error: You are not authorized to access the function PA_ECC_INV_TURN_FN. Please contact your System Administrator.

please provide the steps to right configure ecc for project to review the setups if I missed.
