WHere does this file come from? I have been trying to work with my sysadmin/DBA on getting the Oracle CLient 19.3 installed with a "full" version, but whenever it is installed the $ORACLE_HOME/precomp/demo directory is not showing up. I need the C precompiler for some code. Is there a seperate download that has to be applied for this directory/files?

Also looking at the 

it doesn't appear to have the demo/proc directories
