API To Insert Dimensions for Pay Balance Types

Hi there - We're in need of an HR API that can create dimensions for balances. We have about 120 balances to update with about 4 dimensions per balance. It would be quite an effort if done manually, so looking to see if there is an API that can do this. I checked the Database for API Packages, but couldn't find one that adds dimensions. Please advise!
