Item is not coming to transaction

I have created Internal Order to expense location, the requisition is approved, and order number is Generated, however the item is not coming to transact.

Steps:
1. I have defined new location

2. Assign the location to a customer as bill to and ship to location

3. Created and approved Internal requisition to the location (Expense location)

4. Order number is Generated

5. order Management >Shipping > Transaction: Search by order number.
