Is LCM mandatory for every item that we purchase?

I have business scenario, If user want to add fright charges and any extra charges to an item after PO or while Po creation, is this can be achive through LCM only or any other way is there?

Also If i enabled LCM, will it possible to create LCM shipment for only required items of PO's or is it mandatory to create LCM shipments for every item after PO creation?

Please advise.
