Server busy error after applying the 25.4 binaries on the second instance of AI

In our QA environment, we have two Oracle Home directories:

D:\Siebel – Hosting both SES and AI components

D:\Siebel\AI_RESTAPI – Dedicated to the REST API service (OAuth setup)

After installing the 25.4 binaries in the OAuth REST API AI directory (D:\Siebel\AI_RESTAPI), we observed that it is interfering with the SES home directory.

After that services are coming up in just 5 minutes time, server manager shows 1 out of 1, all components are online. But application is throwing Server Busy error.
