New Mexico Workers Compensation Assessment Fee

Looking for clarification of the HM/GM tax for the New Mexico Workers Compensation Assessment Fee, per NM it is a tax that is supposed to calculate with the last check of the quarter. A client just ran final checks for 4 NM employees in a Pay Status = 9 and the Assessment Fees calculated on their last check even though it is not the last check of the quarter. No one else who is working in NM had the tax calculate and these employees were in a pay status = 0. Does the system take the pay
