Quantity will drive negative if the transaction is performed when All On hand Quantity is enough

Hi

I want to transact 6720 PACK. On hand, Available to Reserve, Available to Transact quantity is 13272 PACK. When I transact Subinventory Transfer (using interface), the error appear:

Quantity will drive negative if the transaction is performed

But when I transact using EBS form, the error not appear.

Why the error appear?

The Inventory Organization not allow negative balance.
