How to use PO_ACTIONS.CLOSE_PO API to close 2 way matching po's

Hi

how can i use PO_ACTIONS.CLOSE_PO API to close 2 way matching po's , what are the parameters to pass
and sometimes it seems it doesn't close po but return success message , why is that ?
